It may be that your dog has food allergies or intolerances. Make sure you're feeding a high quality dog food without a lot of additives, preservatives and other junk.
If he's constantly hungry he may not be getting enough nutrition from his food, again could be due to allergies or intolerance to certain ingredients which is interfering with his digestive system.
